Missoula Inmate Assaults Officer, Throws Fecal Matter at Deputy

Missoula, MT (KGVO-AM News) - On September 3, 2026, a Missoula County Detention Facility Officer was stationed in Unit 2 alongside two other officers. At approximately 10:45 p.m., an inmate, 58-year-old Steven Ramer, had to be escorted to a different unit. The Detention Officer (DO) entered the Unit 2 Control Room to assist the other officers in dealing with Ramer. Another DO entered the Unit 2 horseshoe and observed Ramer being defiant with Officers and refusing to enter D Pod.  

A Corporal explained to Ramer that he was being placed in a different unit due to concerning comments he had made earlier, and Ramer stated, ''this is bulls**t." Officers explained to Ramer that he needed to cooperate and enter the pod, or Officers would use force to move him into the pod. Ramer stated, "lf you hurt me. I'll hurt you." DO Reimer observed Ramer make this statement several times. The Corporal told Ramer that Officers did not want to hurt him, but Ramer continued to refuse to cooperate.  

Officers moved in to restrain Ramer, and Ramer continued to resist by pulling away and actively preventing officers from handcuffing him. One DO assisted other officers in taking Ramer to the floor to be restrained. The DO placed their right knee across Ramer's back and used their weight to prevent him from moving around. The DO then gained control of Ramer’s left hand, and another officer secured it with handcuffs.

The DO then suddenly felt a sharp stabbing pain in their left ring finger. The DO looked down at their hand and observed Ramer digging his fingernail into the DO’s ring finger. The DO observed Ramer’s nails to be long, unmaintained, and unsanitary.  

The DO yelled at Ramer to stop but was eventually able to free their finger from Ramer’s grip. The DO continued to feel pain in their left ring finger as they assisted Ramer to his feet and escorted him to his new cell. The DO’s injury was documented by other jail staff, and the Missoula County Sheriff's Office dispatched Deputies to investigate.  

The next day, a Missoula County Sheriff’s Office Deputy arrived at the jail and was provided with printed reports about the incident that occurred the night prior. Through the Deputy’s investigation, it was learned that after Ramer was secured, the DO removed his glove and noticed he was bleeding from a "horseshoe-shaped" cut on his left ring finger. The DO had his injury cleaned and dressed by jail medical staff.

The Deputy attempted to speak with Ramer while he was secured in his cell. The Deputy read Ramer his Miranda rights, which he acknowledged understanding. Ramer stated, "that son of a b***h hurt me so I hurt him back." The Deputy noted that Ramer showed no remorse and used foul language during their interview.  

During the interview, Ramer threw a piece of toilet paper, covered in fecal matter freshly removed from his buttocks, at both the Deputy and a Corporal. Following this, the Deputy ended his interview. 

Ramer is currently being charged with felony assault on a peace officer. His bond was set at $20,000.
